Concrete Actions by APSPBI: Secretary-General’s Presentation Affirms Clear Direction for Cross-Institutional Collaboration at the 2026 ABM Summit
JAKARTA – During the culmination of the Annual Business Meeting (ABM), which took place in Jakarta on September 11, 2026, the Secretary-General of the Association of English Language Education Study Programs (APSPBI) presented an innovative and highly structured vision for institutional cooperation. This presentation serves as a pivotal milestone for the collaborative development of study programs across Indonesia. Furthermore, it represents the crystallization of an extensive mapping process conducted throughout the Pre-ABM phases 1, 2, and 3, held consecutively on August 22, August 29, and September 5, 2026. The directive revealed that APSPBI has successfully designed a mature collaborative ecosystem, aiming to transform institutional frameworks into impactful, concrete actions.
The trajectory of institutional collaboration has become significantly clearer following the launch of the Collaboration Opportunities Catalogue 2026-2027. This catalogue systematically maps 33 institutional responses into eight distinct collaborative routes. These pathways encompass joint research, collaborative writing, joint community engagement, and KKG/MGMP (teacher working group) professional development. Additionally, opportunities are available through curriculum benchmarking, visiting or guest lectures, student and lecturer mobility programs, and co-hosted academic events. To facilitate seamless implementation, each study program can adopt one of three specific roles: the Initiator/Lead Host, responsible for facilitating resources; the Co-host/Partner, contributing expertise or participants; or the institution Seeking Mentoring/Assistance.
To guide the execution of these initiatives, APSPBI has established a structured Peer-to-Peer Collaboration Standard Operating Procedure (SOP) encompassing five comprehensive steps. The process commences with the exploration and mapping of potential peers through the Collaboration Catalogue to identify relevant partners and academic topics. The second step involves an initial pitch, establishing direct contact with the targeted institution’s Person in Charge (PIC) via official communication channels. Once connected, both parties enter a technical discussion phase to formulate a role matrix, define the scope of activities, establish timelines, and determine concrete output targets. This framework is subsequently formalized through legal documents, such as an Implementation Arrangement (IA) or a Memorandum of Agreement (MoA), followed by a brief report to the APSPBI executive board. Finally, during the execution and publicity stage, activities are conducted featuring the APSPBI logo as a Supporting Association, and press releases are submitted to the APSPBI Public Relations and Media Team to enhance the visibility of participating member institutions.
This comprehensive blueprint is the finalized outcome of three strategic Pre-ABM phases in 2026, guided by the foundational principle that discussions are initiated during the Pre-ABM, while decisions are finalized at the ABM. Pre-ABM 1 (Connect & Discover), held on August 22, 2026, focused on information dissemination, exploring institutional engagement, and gathering member aspirations. These aspirations were analytically examined during Pre-ABM 2 (Discuss & Collaborate) on August 29, 2026, where four parallel Working Groups (Pokja) developed draft papers aligning collaborative pillars with national policy directions. The preparatory process culminated in Pre-ABM 3 (Review & Recommend) on September 5, 2026. During this final phase, the formulations from each Working Group were consolidated and assessed for feasibility to establish the Strategic Recommendation Paper. This systematic review classified the strategic points that were ultimately ratified at the pinnacle of the Annual Business Meeting in Jakarta.
